SRPW HOA Trustees Business Meeting • December 12, 2022 - 6 pm

 
Call to Order: Time 6:00 PM

Procedural Rules: This meeting is held in accordance with the SRPW Governing Documents and Roberts Rules of Order, 2d Edition, and is being recorded. Notice of this meeting was announced in the Sentinel and in the Asbury Park Press. 
 
Minutes of Preceding Meetings: Motion to approve the Minutes of the November 14, 2022 Homeowner/Trustee Business meeting made by Mary Nye and seconded by Marybethe McGill. All in favor. Motion carried. Motion to approve the Minutes of the December 5, 2022 Special Meeting of the Board of Trustees made by Mary Bethe McGill and seconded by Ed Menzenbach. All in favor. Motion carried. 
 
Treasurer’s Report: Treasurer presents balance Sheet, Cash Receipts and Disbursements, Profit and Loss Budget Comparison for November, 2022.  Motion to approve the Treasurer’s Report made by Pat Chicarelli and seconded by Simone Feder. All in favor. Motion carried. 
 
NEW BUSINESS:
 
Financial: 
 
Expenditure Limits not requiring board approval: Motion to allow expenditures of up to $1000 without board approval made by Mary Nye and seconded by Joseph McCurnin. All in favor. Motion carried.
 
Procedure for approval of expenditures that do not need board approval: Motion to require agreement of all four officers for expenditures up to $1000 without board approval. Motion made by Susan Fletcher; seconded by Ed Menzenbach. All in favor. Motion carried. 
Motion to raise transfer fees charged for home purchases from the current $600 to $850 effective January 1, 2023 made by Simone Feder; seconded by Joseph McCurnin. All in favor. Motion carried.
 
Raise for Custodians: Motion to raise the hourly rate for all custodians to $14.25 made by Susan Fletcher; seconded by James Conway. Ed Menzenbach abstained. All others in favor. Motion carried.
 
Holiday City South reimbursement to SRPW for use of SRPW clubhouse: Motion to approve a charge of $250.00 for large events such as the Fish Fry, Dance, and Concert and $100 for Women’s Club monthly meetings made by James Conway; seconded by Marybethe McGill. In favor: Georgine Natelli, Joseph McCurnin, James Conway, Dennis Malinowski, Simone Feder, Edward Menzenbach, Marybethe McGill, Diane Crozier. Opposed: Patricia Chicarelli, Mary Nye, Shirleyan Emmons, Susan Fletcher. Motion carried. 
 
Holiday City Women’s Club use of SRPW clubhouse 2023 year: Jan. 19, 2023, Feb. 11, 2023 (Valentine’s Day Dance), Feb. 16, 2023, March 16, 2023. Motion to approve the dates made by James Conway; seconded by Mary Nye. In favor: Georgine Natelli, Joseph McCurnin, James Conway, Dennis Malinowski, Simone Feder, Ed Menzenbach, Marybethe McGill, Mary Nye, Diane Crozier, Shirleyan Emmons. Opposed: Patricia Chicarelli, Susan Fletcher. Motion carried. 
 
Donations Policemen’s Benevolent Association of Berkeley Township, Berkeley Township Manitou Park Volunteer Fire Company No. 1, Holiday City-Berkeley Volunteer First Aid Squad: Motion to approve $100 donations to each of these groups made by Shirleyan Emmons and seconded by Mary Nye. In favor: Georgine Natelli, Joseph McCurnin, James Conway, Dennis Malinowski, Ed Menzenbach, Marybethe McGill, Mary Nye, Shirleyan Emmons, Susan Fletcher. Opposed: Patricia Chicarelli, Simone Feder. 
 
Operations/Procedures: 
 
Work order for Maintenance Mechanic – Trustees will review and make revisions for next meeting.
 
HOPA Surveys – Put on hold to determine the appropriate procedure for gathering HOPA surveys from the homes that have not responded.
 
Codes enforcement, Common Grounds issues – Trustees need to get involved more proactively for their sections. One volunteer cannot adequately address the issues for all of the homes in the community.
 
Committee Authority – Motion was made to require all committees to create a mission statement and statement of operations by Jan. 5th for approval by the board. Motion made by Susan Fletcher; seconded by Marybethe McGill. All in favor. Motion carried. 
 
Health and Welfare – Discussion about opening the clubhouse to residents in need in emergency situations. Motion to allow the President in conjunction with Maria Brush, Health and Welfare, to make a decision for an emergency opening of the Clubhouse for our residents. Motion made by Shirleyan Emmons; seconded by Diane Crozier. All in favor. Motion carried. Question about opening the clubhouse to other communities in case of emergency. Georgine will reach out to the insurance representative about insurances for that kind of use of the building. 
 
55 and over protections
 
Cap on unit ownership – Change to By-Laws – for future discussion.
 
Cap on rentals – Change to By-Laws – for future discussion.
 
Maintenance:
 
Security and Fire Alarm System – RFPs – Motion to obtain proposals for security and fire alarm systems for the building made by Mary Nye; seconded by Ed Menzenbach. All in favor. Motion carried. 
 
ADA Bathroom Compliance – discussion.
 
Custodian Duties – Mary Nye and Susan Fletcher will review current custodian duties and propose any needed changes or additions.

Volunteer Approvals: President shares the following approvals: Victoria Rosko, Back-up Compliance; Virginia Sansone, Recreation Committee
 
Board of Trustees Appointment: Motion to approve Brian Kochera as trustee for his section, Section 6, until the next annual election, made by Mary Nye; seconded by Edward Menzenbach. All in favor, except Patricia Chicarelli. Motion carried.
 
Events:
 
Sentinel – Board refused to move to change the purpose of our newsletter, the Sentinel, to allow opinions and comments, and agreed that the Sentinel remain strictly as an informational newsletter. 
 
Websites – Georgine will arrange presentations at Workshops in January.
 
Calendar – Sign-off Handout – discuss next month.
 
Back to Back Events have been scheduled, and there was some concern about custodian issues. Board declined to make a motion to stop back to back events. Discussion that extra custodian help could certainly be provided, and has been provided in the past for those types of situations.
 
OLD BUSINESS: 
 
Bus Service: Discussion about eliminating our Friday bus service entirely because of cost and minimal use by residents. Would eliminating the bus affect 55 and over status? Research for the next meeting.
 
Pool Table Refurbishing: Motion to approve $3,518.63 for Down to the Felt to refurbish all three pool tables downstairs (includes covering, levels, seals and pockets). Motion made by Susan Fletcher; seconded by Marybethe McGill. All in favor. Motion carried. 
Engineering RFPs: Georgine will arrange presentations at Workshops in January. 
No Hunting, No Trespassing Signs: Update from Trustee Pat Chicarelli.

Section 2: Patricia Chicarelli – shovels, containers in common ground reported to Berkeley Township police who removed items and placed in evidence locker.
 
Section 3: Simone Feder – barking dog – contact with animal control and the non-emergency police phone number.
 
Section 4: Ed Menzenbach – barking dog – same complaint. Motorcycle complaint at 5 am.
 
Section 5: Marybethe McGill – Homeowner happy with architectural control process.

Section 7: Mary Nye – no report.
 
Section 8: Diane Crozier – Garden on Westbrook and messy yard – will complete trustee report. Variance for shed on Carlisle.

Section 10: Susan Fletcher – no report. Suggestion: welcome baskets and/or packets for new homeowners.

Architectural Control: James Conway: All properties in process for architectural control on spreadsheet for information of trustees. 
 
Variances submitted:
 
33 Carlisle – shed variance – Motion to grant a variance from the current shed rules and regulations for a 6X9 shed at 33 Carlisle Road. This variance allows the shed to be installed along the back of the house within the footprint of the house. Motion made by Diane Crozier; seconded by Joseph McCurnin. All in favor. Motion passed.
 
15 Bolingbroke – chain link fence variance – Motion to grant a variance from the current fence rules and regulations to allow a chain link fence.  All against approving a chain link fence.
 
Common Grounds and Forestry: James Conway: All common grounds maintenance needs on spreadsheet for information of trustees. Brian’s Tree Service neatened up the front of the clubhouse for decorating purposes. Waiting for a quote from Brian of Brian’s Tree Service to walk the common grounds to identify serious issues that we may not be aware of. The common grounds are an eyesore with many downed or dead trees. 
 
Motion to approve $5,000 expenditure for Brian’s Tree Service to continue tree cutting in common grounds made by Patricia Chicarelli; seconded by Simone Feder. All in favor. Motion carried.

Alternate Dispute Resolution: Michelle McCreary or Barbara Padellero or James Egan – no report.

The Women’s Club and the Men’s Club are individually organized entities with their own by-laws and independent treasury and financial accounting – completely separate and not under the supervision of the Silver Ridge Park West HOA. We extend them the courtesy at this meeting to report on activities that they provide to our members:
 
Women’s Club: Patricia Chicarelli reported on upcoming activities.
 
Men’s Club: Joe McCurnin reported on the Men’s Club New Year’s Eve party.
Good and Welfare: Open discussion on any topic. 
 
Clarification of use of kitchen: Hall Rentals – no use of kitchen. Silver Ridge Park West affiliated organizations – Recreation and Health and Welfare can use kitchen (covered by insurance). Non-affiliated organizations such as Women’s Club and Men’s Club cannot use kitchen at this time, unless determined that current insurance covers them.
