Board of Trustees Meeting - March 9, 2020

 
Call to Order:  President Michael Pelonero called the meeting to order at 2:00 PM.  The meeting is being held in accordance with the SRPW Governing Documents and Robert’s Rules of Order, 11th Edition and is being recorded.  
 
Pledge of Allegiance was led by President Pelonero.
 
Opening Prayer was led by Jack Easson.
 
Roll Call of Officers and Trustees:  Carol Scherm and Bernie Ernst were excused. All other Officers and Trustees were present.
 
Correspondence:  We received a request for a donation from Berkeley Township HazMat. We are unable to make a donation to them as we have previously determined that we will only be making donations to the Berkeley police, fire department and first aid squad as we have a limit as to how much and who we can donate to.
 
Minutes of Preceding Meeting:  Requested a motion to approve the minutes of the February 10, 2020 Board of Trustee meeting minutes as presented.  Joanne Matina made a motion to accept the minutes as presented that was seconded by Jack Easson.  All were in favor; motion carried.
 
Treasurer’s Report:  The February 2020 Report of Cash Disbursements was read by Treasurer Lorraine Romero.  Lorraine also read the bank balances as of February 29, 2020.  There was a question about the negative amount for the Recreation account; Lorraine explained that was because she had not yet received all receipts. There were no other no questions.  The report was accepted as read and will be filed in the library and printed in next month’s Sentinel.
 
On a side note, some homes still have not received their Sentinel this month; Rita called the printer today and they said there must be a problem with the post office since some homes were in receipt of them last week.  Specific addresses will be given to them tomorrow and they will see what is happening; sometimes it depends on whether the regular carrier is delivering the mail. It seems this is a post office problem since some homes did receive the Sentinel.
 
Trustee Reports:
Section 1: Nanette had nothing to report.
Section 2:  Kathleen Cuttingham had a call about some trees on Down Court in the court.  She advised them that this was already reported and would be taken care.  This has been done and they called her to express their thanks.
Section 3:  Joanne Matina received no calls.
Section 4:  Jim received several calls about branches on both common grounds and homeowner property.  He advised them to tie any branches on their property up and put them out for trash pick-up; common grounds areas would be reported to the office.  Signage for campaign signs needs to be reviewed; we believe it was 30 days before an election but we will check it out.
Section 5: Tony Berardinelli received a call from a homeowner wanting to put a deck on the front of the house.  Tony told her to call the office, which she did.  Mike indicated that he was to get back to her but that is not the pattern for our community.  
Section 7:  Mary Nye reported that everything was quiet except for that one house that she keeps talking to Mike about.
Section 8:  Lore Hultz reported that she heard nothing. Joe stepped in and spoke with the contractor about the garbage that was being left in the front of the house, which they moved to the back of the house.  Spoke with them again and it’s all cleaned up now.
Section 9:  Joe McCurnin had a question about fencing in front of the house.  Mike responded that he sees nothing wrong with some small fence to protect plantings in front of the house as long as it is not chicken wire.  There was some discussion amongst the board but Mike requested that the board mull this over till next month. 
Section 10:  Jack had no calls but commented about the fencing around the plantings.  It would have to be specified if this were to be allowed.  
Section 11:  Elizabeth had no new calls but still has the unresolved issue with the shed. 
  
Architectural Control:   Hugh Curtis had a call about redoing a driveway.  From now on, no approval for Architectural Control will be given to any one if their dues are not paid up to date for the current quarter.  Mike also stated that a drawing, if applicable, will have to be attached to the homeowner’s request for approval.  Everyone is reminded that they need to get approval from the Clubhouse on any work on the exterior of their home before work begins.
 
Common Grounds and Forestry:  Peter Robinson had a few calls that has been taken care of. 
 
Codes:  No one is here for Codes but we haven’t heard of any problems.
 
Recreation:  On Saturday, March 14, 2020, we will be having Robert Murphy, a Neil Diamond impersonator, $15/pp; you bring your own snacks and drinks. In June, we are holding a trip to Peddler’s Village with lunch at a farmhouse and a stop at a winery after that. In May we may have another Food Bank BINGO. In September we will again plan our “Under the Stars” social and a dance will be held in October. Our Christmas party is scheduled for December 6.  Someone questioned whether or not we would be having a New Year’s Eve party this year; Paula responded that we don’t get the participation and it’s not worth it if no one comes to our party. It was suggested that the residents call the office if they would be interested in this type of affair here. 
 
Men’s Club:  Trip to AC on March 31, 2020 is being canceled and moved to May on a date to be determined.  Joe will notify us what the date will actually be when he hears from the bus company.
 
Unfinished Business:  Jim Egan made a motion  to un-table the sign replacement  motion so we could go over the costs again.  Mary Nye seconded the motion.  Mike responded that the form to eliminate the taxes on this was completed.  The cost is now $20,645 and includes the costs for the engineer, the electrical work and the permits for the township.  Jim Egan then made a motion to approve the sign replacement which was seconded by Joe McCurnin.  All were in favor; motion carried and Mike will contact the sign company. 
 
The voting for our Covenants and Restrictions was continued again on Saturday, February 22, 18, 2020. Right now, we have only received a total of 661 ballots towards this vote.  Ballots are again sent out only to those homeowners who still have not voted; completed ballots (no signatures, no addresses – these ballots are not included) must be placed in return envelope provided with ballot (for check-in purposes).   Another vote will be scheduled for Saturday, April 4, 2020, from 11 AM to 12 Noon.  We need to have two-thirds of the community vote for these documents and will continue to hold voting as needed.  We are spending a lot trying to get these covenants and restrictions passed.  In an effort to get additional responses, we have provided phone numbers of those who haven’t yet voted to trustees in Sections 1, 2 and 3 so far and they will be calling these residents as a reminder to return their ballot or vote in-person.
 
The HOPA forms we received so far totals 168 out of 1146 homes.  We need proof of age every two years according to federal law for homeowners as well as whomever else is living in the home.  Completion of this form is required to have our lower tax status.
 
New Business:  We also received a new contract from Greenleaf for our lawn service for the common grounds.  Last year the total cost was $33,607.21; the new cost will be $35,945.42, including sales tax, for the 7 months of April through October, for the next 3 years.  Jim Egan made a motion to renew the contract with Greenleaf; seconded by another female trustee (trustee not named & voice not recognized on tape).  All were in favor; motion carried to renew the contract. 
 
Announcements:
Due date for the April Sentinel articles is Friday, March 13, 2020.   The rummage sale will be held on Saturday, April 22, 2020, from 9 AM – 2 PM.  Drop off will be held Monday through Thursday, 9 AM – 2 PM.  Barbara Fedeyko spoke briefly about the volunteers that will be needed.  We will also be having a bake sale and the kitchen will be open.  We are still in need of volunteers.  Robo call sign-up continues to be on-going. Friendship Circle will be having a picnic on May 14, 2020 for the Head Start children and those volunteers who assisted with their Christmas party.  Letters have been sent out for nominations for trustees for Sections 2, 4, 6, 8 and 10 and for the position of Secretary.  We will accept nominations through Friday, March 20, 2020.  Only those residents residing in the even numbered sections can nominate someone from their section for their section; you can also nominate yourself. Everyone can nominate someone for Secretary. Those doing the nominating as well as those nominated must be in good standing to be eligible.  A Meet the Candidate day is scheduled for Monday, March 30, 2020, at 11 AM at which time any candidates will be able to introduce themselves to the community.
 
Mike commented about the importance of completing the census which will determine monies that the government allocates to our communities.  A packet of information regarding scams to do with the census have been prepared for you to take in our lobby.
 
Another thing that is important is the government is doing away with the payment of visiting home health aides effective July 1, 2020.  Our local officials are on this and are protesting these changes. It will be petition time again and phone numbers for the legislature will be provided.  The State will not be allocating any money for this as a result of a budget issue.
 
Good & Welfare: 
A homeowner questioned whether or not we need to pay income tax since we are a non-profit.  Mike explained that we get an estimated tax bill whether or not we owe taxes.  If we should owe taxes, it usually gets less each year as we depreciate items; our accountant prepares our taxes each year.  Displeasure with the cost of the sign replacement was also expressed by this individual.  The addition of security cameras was also questioned; this item was included in the budget and will be done after more research.
 
Another homeowner questioned whether or not homeowners whose homes are vacant are sent ballots for the covenants and restrictions; we do not include vacant homes in the mailngs.  Another question was about the insurance costs associated with our community and if we check who other communities use for their insurance.  Most of the other communities have the same insurance through Philadelphia Insurance.  We went out this year looking to trim the costs and we were advised to keep what we have as it would be tough to get the same coverage at a lower cost.  Another question about getting bids for the tree services or the grass cutting service was asked.  Mike replied as to the fact that we use three different tree services at reasonable prices.  A few years ago, we went out for b ids on the grass cutting and estimates for services were about $10,000 more.  Also, someone would have to go with the grass cutters to be sure they knew what was or was not common ground. 
 
The President requested a motion to adjourn the meeting.  A motion was made by Joanne Matina to adjourn the meeting; seconded by Joe McCurnin.  All were in favor, motion carried, Board of Trustee meeting adjourned at 2:55 PM.
