Homeowners Association Minutes of the Meeting - June 4 & 13, 2019

 
Opening:
The regular meeting of the Holiday City South Homeowners was called to order at 2:15 pm on June 4, 2019 and 7:05 pm on June 13, 2019, respectively by Michael Signorile, President.
 
Roll Call of Board of Trustees:
Michael Signorile, President, Vincent DeChiaro, Vice President,, Vivian Benner, Treasurer, Gail Ziemski, Secretary, Betty Higgins, and George Mason in attendance.
 
Meeting opened with the Pledge of Allegiance and a special thank you to all the Veterans who have served and are currently serving and to all the first responders who actively serve our community daily. There was a moment of silence for all those who have made the ultimate sacrifice to preserve our freedom.
 
Mike Signorile announced the passing of one of our Trustees, Peggy Mullins and a moment of silence was held in her memory.
Doris Vilardo will be recording the Minutes of this meeting.
 
AGENDA:
Treasurer’s Report:
Operating Expenses: $ 73,817.17
Reserve: $258,448.66
 
Motion to accept was made by Vincent DeChiaro and seconded by Betty Higgins/Gail Ziemski
 
Matters of Discussion:
  • The Solar Project is still moving forward. Permits have been applied for and work should start shortly and completed by mid-summer.
  • Please do your part and use the recycling containers.
  • Upcoming Election – With Peggy’s passing and with Marilyn Odee withdrawing her name from the ballot, there is one vacant seat. The Board has decided that they will review resumes from members in good standing to fill the vacant position. If anyone is interested in the vacant position and you meet the qualifications (living in the community for 9 months and is in good standing), please provide a copy of your resume to the office for review by the Board of Trustees. If this effort does not produce a viable candidate and no one comes forward, the Board will have a special election in the Fall.
  • Holiday City Berkeley had a chlorine gas leak and it will be 6-7 months before they can use their facilities. When we heard of their tragedy, we stepped up to the plate to see what we can do to help them. One of their requests was the use of our billiard room for a billiard contest. They will be using our pool tables on Tuesday evenings for the tournament. It should be noted that we have several members playing in the tournament. Those that are not members of our community will have ID when they play in the billiards room. Holiday City Berkeley conducts a fundraiser for the Veterans and will use our auditorium on November 9th. We would hope we can all support them. 100% of the proceeds go to Ocean County Veterans.
  • Last Reserve Study was done 7 years ago; this is not acceptable. The Reserve Study consists of all the buildings, the age of the buildings, what work should be done and how much money has been put aside to cover any work to be done. This really should be done every 4-5 years. We were not pleased with the old firm. We received quotes as high as $8,000 for this study and Falcon Group was selected to do our Reserve Study. The paperwork is being put together and by the end of the Summer, we will have the Reserve Study in place, and they will determine what needs to be done
Updates:
Vince DeChiaro:
  • Wi-Fi has been approved. The contractor has been called and we are waiting for him to advise when he will start the installation. This will probably be completed by mid-Summer.
  • The parking lot lights have been out on the Santiago side because of incorrect wiring (110) and needs to have 220. The electricians should have this rectified within the next 1 or 2 days. The problem was that the underground wiring was not put into conduit and that caused a short. The wiring was done over 25 years ago.
  • Signage – Stop Signs and One-Way Signs will be erected. Hopefully, people will adhere to the signage. We need the signs to protect ourselves legally. In the handicapped parking spaces, we request that you DO NOT back into these spaces. Also, drive carefully in the parking lot as people are walking.
  • The Landscaping Committee, headed by Rich Bohan did a great job. It looks very nice and clean all around the buildings.
  • Concerning the matter of Holiday City Berkeley. At a recent coalition meeting it was brought to our attention that we were the only association of the ten that offered assistance to Berkeley while they were dealing with their current situation.
Vivian Benner:
We had 146 people attend Bingo this week. Larry and Grace work very hard. Most of the food was sold. It was a good turnout. Encouraging everyone to go to Bingo.
 
Gail Ziemski:
Pool Rules are published in the Southwind. Please adhere to them. Pool hours are 9AM to 10PM every day, weather permitting. Gail is the person who makes the call about closing the pool and no one else; therefore, if you have any questions about the pool, please contact her and no one else. Also, the Neighborhood Watch is in the works. There will be a meeting scheduled for July 24, 2019 and this will be posted in the Southwind. A speaker from Police Department will be in attendance.
 
Betty Higgins:
There will be 3 Family Days: June 29 (raindate June 30); July 27 (raindate July 28) and August 24 (raindate August 25) from 9AM to 3PM. We will be selling hot dogs, water, soda at low prices. NOT A FREE EVENT. Must wear badges assigned to you. Children coming must be supervised and accompanied by an adult. The eating of food by the pool will be a trial to see how it works out.
 
George Mason:
Updates on the horseshoe pits and the tennis courts.
Requested comments from the club presidents.
 
Bill Holencsak, President of the Men’s Club spoke about an upcoming event:
 
Men’s club is sponsoring a car show on June 22 in the parking lot. You might be inconvenienced slightly on that day, because you will have to park in the back of the building C. This event has generated a lot of enthusiasm and should be beneficial for the Men’s Club and the community. Bring your family. Raindate will be June 23. There will be food vendors coming selling hamburgers, hot dogs, soda, etc. There will be a 50/50. We are expecting to have approximately 70 cars. Some of the cars you may have seen at a car show at Veteran’s Park. This is our first car show and, hopefully, we will have one every year. Trophies will be given out and people in attendance will vote. Cars will have a numbers to be voted on. Anyone who wants to volunteer to help, please see Bill Holencsak. This is a free event. Cars that will be shown will pay a registration fee, a portion of which will go to the Men’s Club.
 
Candidates:
Betty Higgins and George Mason gave their speeches which included their backgrounds pertaining to their being elected to the Board of Trustees. Prior, they were both appointed to the Board.
 
Questions/Remarks from Members:
John Fay spoke that it was heard that the Code Committee members should have term limits. He felt that the people on the Code Committee have a lot of knowledge and have been around and he sees no reason to have term limits.
 
Larry Puccio said we need to have people come out to vote during this election as there are questions on the ballot, too. Mike advised there is a question regarding the Bylaws. We cannot change Covenants and Restrictions. In 2017, Governor Christie instituted the Radburn Act wherein Homeowner Associations can manage their Bylaws. Changes to Bylaws would require that a majority of the votes casted have a positive motion. People who live here have a responsibility to vote. It’s your right. Homeowners can give their Tenant the right to vote on their behalf only with written permission. This written permission cannot be given on the day of the election; has to be given to the Election Committee prior so they are aware that someone is voting in place of the owner. Single owner gets 1 full vote; 2 owners get ½ vote each.
 
A suggestion was made to possibly move the smoking area away from the buildings. Many people sit at the tables and people are smoking there. This has to be enforced. Gail advised that she will be enforcing the smoking area and it will be monitored.
 
A question was asked as to how many people are allowed to live in a house? Mike responded that according to the Township, a 2 bedroom house can have up to 4 people. If you see more than 4 people living in a home, please call the TIP HOT LINE to inform them and they will come out and check. If you do not want to use the TIP HOT LINE, report it to the office. That’s why it is important to fill out the HOPA form so if the Police go to the house, they know how many people should be living there and their names. It’s a great tool for the Police and Code Enforcer. REMEMBER, IF YOU SEE SOMETHING, SAY SOMETHING.
 
Bruno Facchin asked about replacing the radio or stereo for the pool room as the one in there is beyond repair and not feasible to fix. Trustees will look into the possibility of a replacement. It was noted that the Wi-Fi system will have piped-in music.
 
Joan Mangione made a suggestion to use lawn chairs on the grass when the pool chairs are unavailable. That is allowed but be aware that there are ticks in the grass. She is also a Tai-Chi and Gygong instructor and is willing to do this type of exercising to obtain good health. These are very slow exercises. Mike asked her to meet with the Board to discuss this.
Paul Heuck felt the billiards room was not big enough to accommodate all the additional people. They can’t be coming into the pool room all at once. Perhaps assign tables. Mike will speak to Barbara (President of Berkeley) and Pete (organizer of the to rectify the situation.
 
With no other business to be discussed, the meeting was adjourned at 3:20 PM (6/4) and 7:50 PM (6/13) respectively.
